FAQ
Questions bidders ask before paying
Answers to what suppliers ask most: what the pack fills, how the free forms work, and what you still do yourself.
SBD 4 and SBD 9 are free with no sign-up. The full pack is R299 per tender, one-time, with no subscription.
General
What does TenderFill do?
You enter your company details once. TenderFill fills SBD 1, SBD 4, SBD 6.1, SBD 8 and SBD 9 from them, adds your EME or QSE sworn affidavit where your profile says one applies, and gives you a Field Answer Sheet listing every value by form and clause, as one print-ready PDF.
Does TenderFill read or find tenders?
Yes, both. It lists open tenders from the eTenders feed, and when you upload a tender pack an AI model reads it and lists the returnables and requirements, each quoted from the page it is on. It then checks your company records and documents against that list. It checks your company’s readiness, not your bid, and it may miss a requirement: the tender document is the authority.
Does this mean my bid will be accepted?
No. TenderFill prepares the forms and checks them for inconsistencies. Every pack requires your review before submission, and you must still check signatures, pricing and the tender’s own instructions.
Can I try it first?
Yes. SBD 4 and SBD 9 are free, with no sign-up, and nothing you type is kept. The paid pack adds SBD 1, SBD 6.1, SBD 8, the answer sheet and the checks.
The forms
What if my department uses its own version of a form?
Its version takes precedence, and many departments ship their own. SBD 1 also asks for bids on the official forms provided, not retyped, so a department may not accept our filled copy in place of the one in its pack. The Field Answer Sheet lists every value by form and clause, so you can complete the department’s own copy by hand without looking anything up.
Does it fill municipal (MBD) forms?
Yes. When you start a pack you say whether the tender is national or provincial (SBD forms) or municipal (MBD forms). A municipal pack fills MBD 1, MBD 4, MBD 6.1, MBD 7.2, MBD 8 and MBD 9 as National Treasury publishes them, and asks the questions only those forms ask, such as municipal rates arrears and whether anyone is in the service of the state. A municipality’s own version of a form takes precedence; the Field Answer Sheet tells you what to write on it. MBD 7.2 is the services contract form; for goods (MBD 7.1) or works (MBD 7.3) copy the same values across by hand.
We are bidding as a joint venture. Does it work?
Partly. A pack is filled for one company. Each party to the joint venture or consortium needs its own pack, and the tender will usually want the signed JV agreement as well. TenderFill does not prepare a combined JV declaration.
Why are SBD 8 and SBD 9 included if they were withdrawn?
The revised SBD 4 replaced them on 31 March 2022, but departments still put them in bid packs. The pack fills them and labels them as withdrawn.
What happens to SBD 6.1 under the Public Procurement Act?
Nothing. The Constitutional Court declared the Public Procurement Act 28 of 2024 invalid on 17 September 2026, before it came into operation. SBD 6.1 still rests on the Preferential Procurement Regulations 2022. Every pack records the template version and regulation it was filled under.
What are the consistency checks?
Sixteen plain rules run before you pay: for example a CSD number in the wrong format, B-BBEE evidence expiring before the closing date, or a director with no ID number.
Pricing and payment
Is there a subscription?
No. You pay R299 when you generate a pack and nothing at any other time. Your company profile stays saved between packs at no cost.
Why pay R299 when I can type the forms myself?
You can, and the free SBD 4 and SBD 9 tool is there if you do. The pack is for the other 60 SBD blanks, typed the same way every tender without a digit slipping, plus sixteen checks between forms and an answer sheet you keep. You pay per tender, and only when you make a pack.
What counts as one pack?
One tender. The tender details are part of the pack, so a second tender is a second pack.
How do I pay?
By card or EFT through PayFast. TenderFill never sees your card details.
What if generation fails after I have paid?
Your payment is recorded before the pack is generated. If generation fails, generate it again from your pack history at no charge.
Your data
How is my data kept?
Director ID numbers, personal tax numbers and bank account numbers are encrypted in the database, and only members of your organisation can open them. Downloads use links that expire after 15 minutes.
Can I delete my account?
Yes, from Account. If you are the only person in your organisation, it deletes your company details, directors, documents and every pack you generated. If you share the organisation with someone else, only your sign-in and access are removed, and the organisation’s data stays with them.
