Terms of use
Short, because the service is small.
What TenderFill is
A tool that fills in five standard bidding forms; SBD 1, SBD 4, SBD 6.1, SBD 8 and SBD 9; and, where your profile says it applies, the DTIC general EME or QSE sworn affidavit, from details you enter, checks them against each other with fixed rules, and gives you the filled forms and a Field Answer Sheet as one PDF. It is operated by Sinneo Group Pty Ltd.
It is a preparation aid. It is not legal or procurement advice, it is not affiliated with National Treasury or any organ of state, and it does not read or interpret tenders.
Your responsibility for what is submitted
- Every pack requires your review before submission. The values in it are the values you entered.
- You must still check signatures, pricing, technical requirements and every tender-specific instruction.
- If a department’s bid pack includes its own version of a form, that version takes precedence. Complete it using your Field Answer Sheet. A department may refuse a filled copy that is not the form it issued.
- “No inconsistencies detected” means the sixteen checks found nothing. It does not mean a bid will be accepted.
- Enter directors’ personal information only with their knowledge, and only for the business’s bids.
Price and payment
- A pack costs R299, paid once, when you generate it. There is no subscription and no other fee.
- One pack covers one tender. A second tender is a second pack.
- Payment is by card or EFT through PayFast, on PayFast’s terms.
- Your payment is recorded before your pack is generated. If generation fails, generate it again from your pack history at no charge. If it still cannot be produced, email info@sinneogroup.co.za and the payment will be refunded.
The forms themselves
The templates are prepared from the forms published by National Treasury’s Office of the Chief Procurement Officer and, for SBD 8 and SBD 9, from departmental bid packs, because those two were withdrawn on 31 March 2022 and are no longer published centrally. The B-BBEE sworn affidavits are prepared from the Department of Trade, Industry and Competition’s general templates. When the regulations behind a form change, older packs keep the template version they were made with, and new packs use the new one.
Availability and liability
The service is provided as it is. We work to keep it available and correct, but cannot promise that it will always be either. To the extent the law allows, our liability for any claim about a pack is limited to what you paid for that pack. Nothing here limits rights you have under the Consumer Protection Act that cannot be limited.
Your data
How your information is handled is set out in the privacy policy. You may close your account at any time, which deletes your profile, directors, packs and pack files.
Changes and law
If these terms change, the new terms apply to packs generated after the change. These terms are governed by the law of the Republic of South Africa.
What TenderFill does not do
- It checks your company’s readiness, not your bid. It reads the tender pack you upload and checks your company’s records and documents against it. It does not read or judge the bid you submit, and it may miss a requirement: the tender document is the authority.
- It does not guarantee compliance. Every pack requires your review before submission. You must still check signatures, pricing and tender-specific instructions.
- Your department’s own forms take precedence. Many bid packs ship their own layout of the SBD forms, and SBD 1 asks for bids on the official forms provided, not retyped. If your bid pack includes its own version of a form, fill in theirs; the Field Answer Sheet tells you what to write where.
- It fills the standard municipal forms, not a municipality’s own. For a municipal tender the pack is MBD 1, 4, 6.1, 7.2, 8 and 9 as National Treasury publishes them. Many municipalities issue their own versions, especially of MBD 4; fill in theirs from the Field Answer Sheet. It does not fill MBD 7.1 or 7.3, the goods and works contract forms, or any MBD 3 pricing schedule.
- It does not prepare a joint venture’s bid as one. Each party to a joint venture or consortium needs its own pack, and the tender will usually want the signed JV agreement too.
